"NATIONAL STOP THE MAKING OF MEXICO CITY"

All
students and staff of the Institute of Higher Education Media
Federal District
PRESENT:

"No one should have illusions that can conquer

more just society without fighting for it," Ernesto Che Guevara

On Wednesday 11 November 2009, members of the Syndicate of Workers' Union Education Institute Upper Middle Federal District (SUTIEMS) participated in the national strike called by the Second National Assembly of Popular Resistance (ANRP) headed by the Mexican Electricians Union (SME).

closed that day 16 of the 17 preparatory Media Institute of Higher Education of the Federal District (AIMS-DF), and participate in the rally held in the facilities of Luz y Fuerza del Centro (LyFC), located on Navy and Melchor Ocampo, in the City of Mexico, and in the afternoon we joined the march which took place at 16:00, the Angel of Independence to the Zocalo.

This we did despite attempts to boycott the strike by the leadership of the Workers Independent Union of Upper Secondary Education Institute of the Federal District (SITIEMSDF), in various press called on workers not to engage in irresponsible, reminding them that "In accordance with the law, any worker who for no fault of not reporting for work, we will deduct the day or days off work "(see attachments).

The only school of the Federal District Government (GDF) that did not close its facilities, and only made one stop Active Work, was the de Tlalpan II, "Otilio Montano," set in the afternoon, these although the results of the survey conducted among the community showed a clear trend to support the national strike by closing the campus (see attached), which contradicts the claims of leadership over that SITIEMSDF their surveys less than a third of workers would agree to close the schools of the AIMS-DF.

This time, the Third ANRP held in the facilities of the EMS on 20 November this year, agreed to conduct a Day of Protest on Friday, December 4, commemorating the 95th anniversary of the storming of the City Mexico in 1914, hosts "Libertador del Sur" and "Division North, led by General Emiliano Zapata and Francisco Villa.

In this regard, as part of the ANRP, SUTIEMS members call on all students and employees of the 17 high schools and the central area of the AIMS-DF to join that day, sitting in the morning to motorhomes depart from different points of Mexico City toward the Monument to the Revolution, distributed as follows:

a) Students and employees of high schools in the Northern Zone (Azcapotzalco, GAM 1, 2 and Miguel Hidalgo GAM) in the caravan that will depart from Memorial Race at 8:30 pm by insurgents.

b) Students and employees in preparation for the South Zone (Coyoacán, Milpa Alta, Tlalpan and Xochimilco II) in the caravan that will depart from the Metro Taxqueña at 8:30 hours, Calzada de Tlalpan.

c) Students and employees in preparation for the East Zone (Iztacalco 1 Iztapalapa, Iztapalapa II, and Venustiano Carranza Tláhuac) in the caravan that will depart from Ignacio Zaragoza Monument (near the Metro Station Zaragoza), a 8:30 am, the Calzada Ignacio Zaragoza.

d) Students and employees in preparation for the Western Zone (Alvaro Obregon, Cuajimalpa, Magdalena Contreras, Tlalpan I and Central Area), in the caravan that will depart from constituents and Reforma Avenue at 8:30 pm by constituents.

All Caravans arrive at the Monument to the Revolution between 11:00 and 13:00 hours. Subsequently, we focus on the CAMP EMS WORKERS ON HUNGER STRIKE, located at Avenida Reforma and Insurgentes, outside the building of the Federal Electricity Commission, between 13:00 and 16:00, to finish attending day hearing that will take place at 18:00 hours in the Federal Conciliation and Arbitration, located in the Delegation Azcapotzalco, near Metro Station Forge, which will review the demand relocation of the electrical workers unfairly dismissed by President Felipe Calderón spurious.

Fight This Day is part of preparations for National Strike assume the ANRP members to achieve the repeal of Decree LyFC Extinction and out of the Federal Police of the company facilities, as well reinstallation of the EMS workers, and with it to avoid tax increases, as well as electricity rates, gasoline, water, underground, etc., and expedite the departure of Felipe Calderón.

The challenge is clear: OR ARE THEY OR ARE WE! The

Branches of government (executive, legislative and judicial), we have demonstrated time and again that there are on the side of working people, but exploitative employers. We saw with the Zapatistas and see it again now with the EMS workers.

It's time to stop delegating to them and take in our hands the conduct of our lives. No one will do for the workers so that workers do their part. National Strike is an instrument of struggle and we depend on proper use to transform this country and improve our living conditions.

LIVE THE STRUGGLE OF THE WORKERS!

ONLY THE PEOPLE SAVE THE PEOPLE!

authoritarianism in TLALPAN I

Dr. José de Jesús Bazán Levy Director General of the IEMS

P resent:

I hereby writing to you to let you know authoritarian actions and workplace harassment that occurred recently in high school "Francisco J. Mujica, Tlalpan I, and demanding his intervention to prevent recurrence of such practices, guaranteeing the free expression of ideas, labor rights, job security, respect for divergent views, tolerance and dialogue with workers academics, victims of this abuse by the Coordination of campus, by Ms. Adriana Ortega Luna.

teachers in attached documents Marquez and Hugo Rivera Areli Cruz Varela, described in detail the events in question, to which the union says its strongest protest and condemn the unjustified act Campus Coordination.

The reason for the dispute was the convening and conduct of an extraordinary meeting of the Internal (CI) of the school, to address serious issues affecting the normal life of the School, such as the problem of alcohol consumption in the vicinity school and the authority vacuum in the afternoon shift due to the absence of the Coordinator. As reported in the accompanying documents, the initiative to convene a meeting of the CI had to be taken in an extraordinary way by the very members of the same, precisely because the authority as Chairman and is responsible for the care of the school was not meeting with its institutional obligation. As rightly IC members agreed to proceed in the absence of coordination.

The previous discrepancy CI members and Coordination, could have been treated in a civilized way, if the coordination had reconvened the full CI and respond to requests in question, respectful and tolerant dialogue with the members of this body, with order to reconcile and resolve the identified emergencies, taking into account the views of the representatives of the campus community "Francisco J. Mujica. " However, inexplicably, the Coordinator decided to confront the problem, in an authoritarian manner, to assert his position, for reproof individually to teachers and Hugo Marquez Rivera Areli Cruz Varela, for participating in the meeting in the IC.

The union protest against this procedure Coordination not only the fact but also by the way, I pass the necessary limits of respect and tolerance that the authority should keep the workers. Ms. Ortega Luna, used disrespectful language and aggressive and threatening tone against the DTI's mentioned, the face of criticism for his absence from the responsibility of the position, responded unacceptable "reasons" such as "she had no to give to anyone of their working time ... "and even worse, literally ran screaming from his office to the teacher Areli Rivera Márquez, in front of a student and a mother and threatened to retaliate by applying labor and academic penalties to cancel tutorials activity that the teacher had a student without any valid reason in the middle, which shows great intolerance, lack of capacity and expertise in leading the school to resolve differences.

The proceeds of the Luna Mr. Ortega not only violates the Code of Conduct for Employees of IEMS establishing dialogue, tolerance and respect as fundamental principles for the community of the Institute, is also an expression of power abuse and harassment that violates constitutional rights and individual rights to free expression of ideas of citizens, which in no way be limited by power or authority some, as well as jeopardize the job security of academic threat, since such authoritarianism can lead to the lifting of sanctions proceedings and working against the workers to express their divergent views with the authority of the campus.

the foregoing, the Executive Committee and General Council of Representatives asked SUTIEMS to you, ensure that no repression against workers and Hugo Marquez Rivera Areli Cruz Varela, nor against any member of the CI and the campus community, by the above facts. Second, we demand requiring the Roster Coordinator, complying to regulations of the Institute, respect the Domestic Council, to restore to the DTI, Areli Rivera Márquez as guardian of the student Randy Billy Espinoza Ruiz, comply with the responsibilities of the post occupy and use a respectful tone and language to address the campus community Francisco J. Mujica.

Finally, we remind SUTIEMS commitment in the construction and defense of the Institute's educational model and our unwavering responsibility for the education and attention to high school students the Federal District Government. In the same vein, we hope you and the body of the schools, the provision and respect through dialogue to resolve any differences in employment and academic life of the Institute. To prevent these basic principles of understanding is essential that weakening the Directorate General of the Institute attend and reasonably resolve differences and conflicts that are generated in the employment relationship, avoiding the climb to levels that do not want. On Tuesday, December 8 have with you a meeting to discuss, among other things, the relationship problems Coordinators with the campus community, we hope that this serves to solve and prevent conflicts such as that before us today.

Without more, thanking them for their kind attention to this, I hope its written reply and I send a cordial greeting.

MEETING WITH OFFICERS SUSPENDED WORKERS INTENDENCIA

on Campus "José María Morelos y Pavón"

On Saturday October 31 meeting of campus workers Quartermaster Tláhuac that was made at 14:00 hours at the premises of the campus, was halted abruptly when reported to these records would be abandonment of employment and proceed to count down the days to workers if they continued attending the meeting had been summoned by the Executive Committee leaders SUTIEMS.
instruction to suspend the meeting took place in contravention of the agreement the previous day had been made with the authorities of the Institute to the meeting be held in campus facilities. The authority's decision is lamentable because it challenges the basic principle of respect for agreements between the union and the Institute, and shows authoritarianism and intolerance to the most vulnerable workers in the IEMS.
Everyone knows that the right of assembly is a constitutional right to Mexican citizens. The ban, suspension, restriction or condition of it is a serious lack the most basic civic democracy. The national context of attacks on EMS workers, the imposition of new taxes, reducing the education budget and repression of dissidents, should be taken into account by the authorities of the Institute and the campus, because in these difficult times for workers that is required is political wisdom and the maximum tolerance in thought and action organization critical of workers against the powers that oppress , especially when it comes to the "smaller" in our high schools: the Quartermaster workers who are completely defenseless in the workplace. Quartermaster
workers working for the Institute and it should recognize them as such, so they can enjoy all the rights and benefits as other workers have high schools. However, the GDF and the authorities the IEMS have decided to keep the contract unfairly via third parties such as the company MILS, that does not respect the law and imposes inhumane working hours on poverty wages violating their most basic rights.
For this reason and to support workers in their just struggle quartermaster, the SUTIEMS in its latest general assembly decided to open its doors to membership of these partners, legal support to undertake the related demands, demanding their recognition as workers the IEMS. The acts of intimidation
last Saturday should not be repeated. The SUTIEMS calls on the authorities responsible for having the political and human sensitivity when required and maintain the principles of dialogue, tolerance and respect of agreements as a way of understanding with the workers of the Institute.

Sunday October 11 this year, President spurious, Felipe de Jesús Calderón Hinojosa, declared the termination of the decentralized body Luz y Fuerza del Centro (LyFC), which was created on 9 February 1994, to replace the company Luz y Fuerza del Centro, SA which was established since 1963, after the Canadian company was nationalized Mexican Light and Power Company in 1960. LyFC
extinctions settlement involves more than 44 thousand workers and the disappearance of the Mexican Electricians Union (SME), which was established in 1914, coupled with the elimination of the conquests work achieved in almost 95 years of struggle, which were reflected in the Collective Bargaining Agreement (CST).
To Felipe Calderon, CST EMS was full of costly privileges and benefits that led to bankruptcy LyFC, but those benefits are not worth comparing with those received by the Mexican political class that is part of the Presidency of the Republic, the Congress and the Supreme Court's Office and are bankrupting our country.
The CST has enabled EMS workers involved in making business decisions, which has prevented the one-sidedness, authoritarianism and the imposition of LyFC authorities, and in turn has encouraged the hiring of more workers, rather than the loss of seats and the declining number of workers. However, for the President spurious, having more workers represents an unnecessary expense. To keep LyFC
enough to stop subsidizing big business in the collection of light and reduce the salaries of top officials, however, chose to affect employees, stripping them of their jobs, with a wealth of violence, by using the Federal Preventive Police (PFP) to evict the premises.
workers from Mexico and the world can not allow to be completed in this way with the historical conquests of workers electricians. If we miss this attack on the EMS, we are opening the door for the same will happen with other unions.
The weapon they have in their hands the trade unions to defend workers rights and improve their work, is the strike. Thus, members of the Union of the Workers Union of Upper Secondary Education Institute of the Federal District (SUTIEMS) but it is now necessary to promote the establishment of a United Front of Workers that can promote a general strike or a strike in National Civic to reverse the decree LyFC suppression and recovery facilities are guarded by PFP, to replace them in the hands of workers in the SME. SUTIEMS
As we support the actions they may decide to undertake the EMS workers and each of the 17 high schools in the Federal District Government will take care of spreading the struggle and find that students, staff and parents join it .

ALL UP IN THE DEFENSE OF SME

Presidential Decree has extinguished Luz y Fuerza del Centro and settled to 42 thousand workers in addition to leaving active the uncertainty to 22 retirees is an attack on all workers in the country, not only represents the elimination of the source of the work of thousands of workers, but the liquidation of one of the longest running and most militant unions in the country (EMS) the elimination of one of the most advanced Coletivo contracts, and privatization d ela electricity industry, if we let this blow will leave the door open for the destruction of unions in Mexico and the elimination of the working class as an organized force, labor reform and privatization would be imposed more easily. The government and its hired media speak of the privileges of the union but really want all workers fall into the same level of impoverishment and misery rather than fight together for the extension of rights to all workers, that LFC was a viable enterprise, but do not talk about that big companies pay less one-third of what you pay for an ordinary consumer, that the presidency of the republic does not pay light, that 35% of the light in our country has been privatized and that the CFE buys English companies and companies linked to the Salinas electric power, the government removed but rescuing bankers LFC, highways and large employers. Before these attacks, the Union of the Workers Union Education Institute Senior Media City (SUTIEMS) makes a strong appeal to all members, all education workers, administrative and cleaning of AIMS, students and parents to show solidarity with the struggle of the SME that is everyone and join in THE MAGNA UP on Thursday, October 15 that will depart from the Angel of Independence to the Zocalo at 4 pm. PRESENT:

The Mexican Electricians Union (SME) is under a brutal crackdown by the state, business elites and the mass communication. The Federal Government has taken advantage of the differences that arose after the election of Secretary General of the SME, to interfere in the internal affairs of the union and the workers put the interests of capital and its government. The intention of the President
spurious, Felipe Calderón Hinojosa, who was imposed by a massive electoral fraud is not union democracy, but the destruction the Collective Bargaining Agreement (CCT) of the EMS to prepare the ground for labor reform and privatization of energy sector.
The will of the majority of EMS workers, who spoke in favor of Martin Esparza Flores, is still unknown by the Ministry of Labour and Social Welfare, headed by Javier Lozano Alarcón, by refusing the delivery note making EMS Executive Committee elected democratically. The freezing of union dues is another affront more against workers and threats of repression and even requisition, if workers decide to stop work to defend their rights and achievements are to the agenda.
The differences within the SME, as any other union, must be settled internally under democratic methods and without any intervention. Open the door for the State to intervene in the unions, is to give him the opportunity for it to divide, weaken and destroy the organization working together with labor rights that they have acquired through struggle.
is no doubt that the Federal Government have the need to eliminate any opposition to realize its privatization plans and the EMS has been one of the organizations that are militantly opposed to such plans.
Therefore, the members of the Union of the Union Workers of the Institute of Higher Secondary Education Ontario (SUTIEMS), we express our solidarity with the struggle of the EMS workers in defense of their union, the electrical industry and national sovereignty, and we express our full support to their possible a strike by contract violation that is not giving the elected Executive Committee dues.

PRESENT:

C. After Juventino Rodriguez Ramos, relinquish the post of Director General of the Institute of Higher Secondary Education of the Federal District (AIMS-DF), unable to prove conclusively the validity of his BA degree in History, which he held for more than two years at the Institute, signing trades, newsletters, certificates, individual contracts of employment, the Collective Bargaining Agreement (CCT) of the AIMS-DF, inter alia, the mayor of Mexico City, Marcelo Ebrard Casaubon, appointed unilaterally, and without taking into account the community of the Institute, Dr. Jose de Jesus Bazan Levi as the new Director General of the AIMS-DF, from Saturday September 26 this year.

Dr. José de Jesús Bazán Levi is a Mexican citizen in full exercise of their civil and political rights, not only has a bachelor's degree in philosophy and theology from the Pontifical Gregorian University in Rome, Italy, but also acquired the Ph.D. in American Studies from the University of Paris (La Sorbonne), France. He has held academic and administrative positions at the National Autonomous University of Mexico (UNAM), as the teacher of a subject in the Graduate School of Arts, the professor of race in Naucalpan campus of the College of Sciences and Humanities ( CCH). He was also Director of CCH Naucalpan campus from 1975 to 1983 and was CEO of CCH, from 1998 to 2006, and in that sense his appointment as Director General of the AIMS-DF corrects the error in the earlier designation, to be fully implemented the profile established in the Organic Statute of the AIMS-DF for the Director General, however, there remains the need to democratize the Institute.

Undoubtedly one of the main demands have been raised long-AIMS workers DF has been the necessary democratization of the Institute, to ensure that they take into account the wishes of the workers of the same, and thereby prevent unilateralism, authoritarianism and the imposition that have prevailed since its inception in 2000.

The Governing Council of the AIMS-DF, the highest governing body of the Institute, are not represented students or employees thereof; only are the holders of the secretaries of Education, Government, Economic Development Finance and Culture, as well as the Administrative Office and the Institute of Science and Technology of the Federal District, and the Rector of the Autonomous University of Mexico City and two citizens appointed by the Head of Government of the Federal District, which prevents the voice of workers and students be heard.

The General Council-AIMS Inner City, the Institute's advisory body, is composed of the Director General and the Academic Director, the 17 campuses Coordination Assistant, an academic staff representative on each campus and student representative for each campus. Administrative workers are not considered within that body, although Section 89 of the current CCT provides administrative workers will be entitled to attend and vote equity in all consultative bodies of the schools and general. The most that's been allowed to participate with voice but without vote in that body.

The appointment of Director General of the AIMS-DF, so far, is made unilaterally by the Head of Government of the Federal District, who may take into consideration the proposals made by the Governing Council of the Institute, which, as noted above, no part of students or workers.

Assistant Directors Coordination of the campuses are appointed or removed by the Governing Council of the AIMS-DF, a proposal by the Director General of the Institute, regardless of the community.

only thing that has been allowed in most schools (as in Azcapotzalco, Cuajimalpa, GAM 1, GAM II, Iztacalco, Iztapalapa 1, Magdalena Contreras, Milpa Alta, Tlalpan and Xochimilco 1), is that workers make an slate, which the Director General of the AIMS-DF chooses, from a lack of transparency, one of the candidates to propose to the Government as Deputy Director of Coordination of school, while in other schools, the decision has been taken so unilaterally by the authorities (As Álvaro Obregón, Miguel Hidalgo, Tlalpan II, Venustiano Carranza), without being taken into account students or workers. In the remaining schools (Coyoacan Iztapalapa II and Tlahuac), has not even been a renovation of office after 8 years of service, even though the Organic Statute states that "A Campus Coordination Assistant will remain in by a maximum of four years and, because of both its performance and the results obtained, may be re-appointed only once, in the same position, for a similar period, but in a different campus. " These are just

As a union we are obliged to continue defending the rights and interests of workers as well as our field of work that is public education, secular, free and quality, in high school in this city.

In these times when you are undergoing evaluation and updating the Plan and Curriculum System Bachelor of GDF, and knowing that the new Director General of the AIMS-DF led the process of revising and updating the CCH Study Plan with the which eliminated two of the four shifts, extend the hours of math and science subjects, languages are made compulsory, the course included computer and deleted the Academic Unit of Professional and Graduate cycles, we must be alert to prevent possible changes to the Plan and Programmes of Study Bachelor of GDF system affecting labor conditions of workers of the Institute.

Undoubtedly, the Plan and Study Programs IEMS-DF can be perfected and, therefore, should be reviewed for improvement. However, the update should not affect any worker. On the contrary, we must find ways to give job security for teachers Nahuatl Language and Culture, which are contracted under the regime of fees, per hour / week / month, as Academic Advisors Semi-Educate System Institute, in addition to that they should grant indefinite contract to all workers who have been signing academic quarterly contracts for more than six months.

quality public education can not be sustained on the job insecurity of workers.

SUTIEMS Members of hope that the new Director General of the Institute has the necessary provisions to solve the problems that have arisen in the AIMS-DF for lack of funds, regulations, as well as failure of the Federal Labour Law and violations of the TAC, among other situations.

As a union we are prepared to immediately establish working groups with the new Director General of the AIMS-DF that allow to solve the problems that exist in the Institute and drive along with the rest of the community, democratizing it.

Only unity, organization and mobilization of workers can lead to improving our work conditions.

for the democratization of IEMS-DF! UNITED

, organize and mobilize WIN!

PRESENT:

Wednesday September 23 this year, the Director General of the Institute Upper Secondary Education in the Federal District (AIMS-DF), Juventino Rodriguez Ramos, publicly presented his resignation, before the series of irregularities which released the newspaper La Crónica de Hoy, on his academic career, among them is the lack of legal basis of the bachelor's degree in history that has held to the community of the Institute for over two years.

The Paragraph IV of Article 11 of the Organic Statute of the AIMS-DF states that to be appointed Director General of the Institute is required to have obtained the minimum degree of BA, however, at the National School of Anthropology and History (ENAH) only has recorded that the current Director General of the AIMS-DF attended only the first half of the race.

Although Juventino Rodriguez Ramos claims to have all the necessary tests to verify his academic career, the title showed the reporter from La Crónica de Hoy, issued on January 28, 1986, bears the signature of Dr. Gilberto López and Rivas, director of the ENAH, which has been unknown to himself, since he was director of that institution from 1980 to 1984, so it could not have signed that document in 1986.

undoubtedly have to show publicly who has used lies, slander and defamation as a means their perverse ends, and in that sense fincar corresponding responsibilities. The question of the integrity of the current Director General of the AIMS-DF has been planted and has created instability and discredit one of the most important educational institutions of the Federal District Government (GDF), so that should clarify this situation and seek to its ultimate consequences.

Given this scenario, the resignation of Juventino Rodriguez Ramos is necessary, but insufficient. The Head of Government of the Distrito Federal, Marcelo Ebrard Casaubon, said that today, Thursday September 24, 2009, will be announced the new Director General of the AIMS-DF, unilaterally, without taking into account Institute community.

While it is true that Article 11 of the Organic Statute of the AIMS-DF provides that the Director General of the Institute shall be appointed by the mayor of Mexico City, again you can not make the same mistakes that have now come to light on the choice of previous official ..

can not take back positions as the Secretary of the Federal District, which states that simply is what officials say about their academic status, so that things are well. You need to check that the new Director General of the AIMS-DF is a Mexican citizen in full exercise of their civil and political rights, which has occupied academic or administrative positions, the exercise requires knowledge in education, which has been distinguished by his integrity and professional competence in carrying out activities related to the duties of the Institute, and obtained the minimum level of degree, as provided Organic Statute of the AIMS-DF.

The members of the Union of the Workers Union of Upper Secondary Education Institute of the Federal District (SUTIEMS) demand that it fully complies with the provisions of the regulations of the Institute and immediately begin a process of democratization of the enabling participation of the entire community in this and other decisions.

We believe that no government official currently meet the required profile to guide the AIMS-DF, so we demand the GDF three key elements to make this decision: 1) wisdom, 2) transparency, 3) attachment to regulations.

The agenda of issues that currently exist in the AIMS-DF is very broad and should be addressed as soon as possible. The change in staff does not solve the problems that have arisen in the Institute due to lack of budget, regulations, attachment to the Federal Labour Law, in compliance with the Collective Bargaining Agreement, among other situations.

must immediately establish working groups that allow to solve the problems that exist in the AIMS-DF. The demands of workers and students beyond the simple exchange of officials. Democratize all levels that exist at the Institute. Let us give voice to the voiceless. It's the least we can expect from a government that calls itself democratic.

JUVENTINO NOT ONE MORE IN THE AIMS-DF!

DEMOCRATIC INSTITUTE FOR! Sincerely

By education and decent work!

truncated. In the ENAH Juventino Rodriguez was confirmed that no completed degree. Photo: Saul Castillo.
Juventino Rodriguez Ramos attended only one semester of a degree in history at the National School of Anthropology and History (ENAH), so can not be called, said the head of the Degree in History of the institution, Orlando Arreola, with which the director denied Institute of General and Higher Education (IEMS) of the Federal District Government, who holds a degree in this especialidad.Rodríguez Ramos tried to deny the information published by this newspaper to the effect that headline and said it does have the title that proved his degree in history from the ENAH, detailed the number of professional consideration and to the name of the argument, which he said was titled, the "Manuel Lozada, a forerunner of the agrarian struggle in Mexico 1873". However, in the library of the aforementioned ENAH no thesis, no record of their professional examination in the file and under the title, it only extended one of the eight semesters that make up the race in that institution .. In fact, Rodriguez Ramos acknowledged in an interview that has no professional license because he has not dealt with since 1986 when he allegedly graduated from ENAH. "According to the documents of kardex Juventino Rodriguez Ramos, indicates that he did not finish the race, just spent a semester and therefore could not have been entitled or may not be titled "says a Chronicle race chief ENAH History, Orlando Arreola.Pero the Federal District government and moves and also formally requested the validation of claims of race Rodríguez Ramos allegedly attended the ENAH, according to school system staff revealed that institución.En interview with this reporter, Rodriguez Ramos showed only photocopies of a professional title awarded by the ENAH and signed by Gilberto López y Rivas, a copy of your data bank, showing that allegedly extended the eight semesters that make up the race, and even leaves the prologue of his tesis. No however, refused to provide copies of these documents to this newspaper and said he would deliver in a press conference to be held on Tuesday allegedly but never took cabo.IRREGULARIDADES. In reviewing the documents so eye, they had several irregularities, as input the "title" has no folio or number on the cover, as is customary, the data bank presented with the eight-semester courses have grades of "MB" and "E" in almost all subjects, but not qualified ENAH with letters but with numbers from 5 to 10 .- Any other documents to the contrary that school records contain letters is false? -Arreola was asked in reference to the document presented Rodríguez Ramos scoring as "MB" and "E" .- From the regulation of the school itself. This has always been through numerical grade, because the same rules so indicate, we can not put any sigla.En the reply that the CEO of AIMS, Juventino Rodriguez Ramos, sent Chronicle said: "It is true that holds the bachelor's degree and I do truthfulness" . But the facts say otherwise, since 82-100-07 record in the possession of the check ENAH has only completed one semester and even then your certificate is still in high school, same must be given when the student is entitled concerned. "Among the files that have the degree I sent recently to ask a series of records of former students of the race because we are doing a project tracking alumni and interests us know what your current activity and how much corresponds to the instruction given school. "In that sense, indeed the kardex document is on file of Mr. Rodriguez Ramos Juventino what it tells us is that only attended the first semester of the degree in history in 1982. "Right kardex mentions that did not finish the race and that in the six months was extended to duty two subjects: the first is the history of Mexico and America, which has a rating of absent, and the other refers to History of East Asian Mode of Production China, and has an 'NP', which means not presented ".- Then in the file of this person there is no bar exam?" No, absolutely nothing, the data bank indicates that concluded only a half of the entire race, is all that I have words .- Nor would a thesis? "Obviously not, a fundamental requirement for graduation is to present a thesis and a professional examination, this is the analysis made on the thesis before a jury, and if he just spent a semester or remotely has the possibility of introducing the professional examination nor any thesis. INTERVIEW LISTEN HERE. In fact, in the digital system and the thesis area ENAH not see any with the name capital offered by the official nor the name of Juventino Rodriguez Ramos.La only thesis that refers to Manuel Lozada is entitled "A nineteenth-century peasant movement," whose author is Margaret White Ruge, the more that is recorded 1982.Otra is published by Jean Meyer, entitled "Waiting for Lozada" in Thursday 1984.Hasta makers ENAH School Services thoroughly reviewed the files of 28 January 1986, when Rodríguez Ramos gave the title to locate and review professional, but not in the coming hours encontraban.Será when ENAH officially respond to the request of city government to issue the credits Rodriguez attended the matters in this institución.LOS DATOSFalaciaJuventino Ramos Ramos Rodriguez says in his letter that won the National Public Administration 1997.Según INAP, the winners of this year are: - Juan José Sánchez González, with the work " Public Administration and State Reform in Mexico ".- Nestor Vargas Solano with the play" The participation of citizens in the process of developing public policy. held and firm as a graduate in History "but in the official curriculum of Juventino Rodriguez Ramos as director general of the preparatory city government, it appears the university from which he graduated, and in turn their academic record from the National School of Anthropology and History (ENAH) records that official capital has only completed the first half of the race.

Fue el jefe del Gobierno capitalino, Marcelo Ebrard, Rodríguez Ramos who appointed as general director of the Institute of High School (AIMS), which brings together the capital's 16 high schools, from the first of March 2007, according to Circular No. SE/IEMS/DG/C-005/2007 , published in the Official Gazette of the Federal District in April 2007.

"It's a shame that the most important education project in Mexico City in the hands of a person without formal training, which only studied a few subjects, in addition to the school and perhaps that explains his aggressive attitude and his constant repression against teachers, who require a master's degree to enter to work ", accuses the union's general secretary of the Union of Workers of IEMS, Raúl Pérez Rodríguez Ríos

A Ramos, who is in charge of high schools administered by the Federal District government headed by Marcelo Ebrard, is has been questioned several times the source of his bachelor's degree in History, because there is no record of their thesis or exam date at least in the ENAH.

"Originally my wishes were to study the career of Social Anthropology, but a colleague and friend, Juan Pablo Navarro, invited me to a kind of prehistory of Mexico and Latin America, which offered the Argentine historian Gustavo Quiroga, to listen in class I realized that mine was History, I liked your personal style and the teaching he used so I decided to seek a career change, "said Rodriguez Ramos himself in an interview with him in the newsletter of IEMS, Volume IV, Number 57, released on January 15, 2008.

And indeed, according to its data bank, (transcript) of the ENAH, whose record is 8210007, Rodriguez Ramos was studying a degree in History in 1982.

However, that same document states that extended only 8.8 percent of the credits in a semester, that is, less than a tenth of the race.

The official curriculum is on the official website of AIMS does not establish with certainty the origin of his "Bachelor of History," it does not indicate from which he graduated academic institution, which generates at least an "information gap" regard.

is because its critics charge that in 1982, when Rodriguez Ramos was a student, graduating only taught history at the ENAH, but in that institution there is no record of her degree thesis, accuse.

The Best Erotic Spanish Movie Of 2010

OPEN LETTER TO MARCELO EBRARD

UNION WORKERS UNION INSTITUTE OF HIGHER SECONDARY EDUCATION
FEDERAL DISTRICT (SUTIEMS)

D.
Mexico. F., on September 17, 2009

Marcelo Ebrard Casaubon
Head of Federal District
PRESENT:

Through this channel, members of the Union of the Workers Union Institute Higher Secondary Education Ontario (SUTIEMS), are turning to you to express the following:

During the month of February 2006, if you still was a candidate of the Democratic Revolution Party (PRD) to the Chief of the Federal District Government (GDF), said in an interview with Adela Micha that education, job security and would be the priorities of his administration if he wins the July 2 election that year . Three years later, as mayor of Mexico City, you said that the objective of his administration is making in the capital of the country the educational system even better. However, until now, these promises have not been fulfilled.

budget reduction that his government has established the Institute for Higher Secondary Education of the Federal District (DF-AIMS) has put at serious risk of the operation, as mentioned by Mr. Juventino Rodriguez Ramos, Director General of the Institute on 17 April this year, in a note addressed to the same community. But despite that, this year two have already been implemented budget cuts that have consequences both labor and academic. An example of this has been to reduce the wages of workers illegally recruited under the regime of fees, the disappearance of places of trust, as the Heads of Departmental Unit Library System and Semi-schooled the AIMS-DF, breach its promise to build five new high schools of GDF, released in August 2008, among other things.

As you said the now Ex - Secretary of Education of the City of Mexico, Dr. Axel Didriksson Takayanagui, "the first impression left by the current global economic crisis is to reduce the education budget." However, his government ignored the recommendation of the officer, with respect to that governments should do "inviolable" said budgets.

If upper secondary education is the area that is more concerned at this time to his government, as You said in late July this year, when he accepted the resignation of then Secretary of Education of the City of Mexico, Dr .. Axel Didriksson Takayanagui, and if "education is the backbone of the Federal District Government," as noted by the new holder of the secretariat, Dr. Mario Carrillo Huerta, when he took office on Friday, August 14, 2009, then it should provide a decent budget for the AIMS-DF.
.
not forget that the difference between a good and a bad education is determined by the allocation of resources to make it a reality. While governments do not invest more and better education, the results will continue to be very disappointing. As stated by the philosopher Fernando Savater "a good education is expensive, but the price for poor education long term, it is even worse. "

In this regard, members of SUTIEMS will demand the allocation of more budget for the AIMS-DF, in order to guarantee that:

1) That there will be no layoffs or wage reduction for workers in the AIMS-DF.

2) To be hired for an indefinite period to workers who take more than six months signing contracts quarterly.

3) That basify workers hired by the AIMS- City under the regime of fees, including those who are teachers Nahuatl Language and Culture, and Academic Advisors Semi-Educate System.

4) that basify are workers who are considered illegal and personal trust-AIMS by the City, among whom are doctors and links to a library, among others.

5) Be basify Quartermaster workers, who are subcontracted by the AIMS-City in truly appalling conditions for a company with various legal and administrative irregularities.

6) To be given a decent wage increase for workers in the AIMS-DF, allowing us to meet the costs of the global economic crisis.

7) It shall recognize the seniority of academic workers of IEMS-DF, which is being denied by the type of contract illegal fees that gave us the Institute before 1 January 2008 ..

8) to be built, as soon as possible, the School "José Revueltas," in Venustiano Carranza, as workers of the campus for over two years carrying out their work in portable classrooms located in the parking lot delegation, and have no library or laboratory, which demerits quality education that gives students

We believe that compliance with these conditions will allow us to improve the quality of education that every day we provide to students city.

In this regard, we request, in the most careful, please do give us an appointment to address these and other matters relating to the Program and Project Annual Operating Budget IEMS-DF for the next year and the breach of agreements have been established between the authorities of the Institute and representatives of SUTIEMS, which is generating various academic and employment problems, whose solution is of utmost importance to us.

nothing else at the moment and waiting for your response, I am of you.

"For Education and Decent Work" Sincerely

Although on Friday 4 April 2008 an agreement was signed between the authorities of the Institute of Higher Secondary Education of the Federal District (AIMS-DF) and Venustiano Carranza delegation, which settled the donation of a property located Sidar and Rovirosa # 71, between Congress and return one of Cecilio Robelo Street, Colony Park, to build the School "José Revueltas" in the delegation, so far has not done anything in that regard.

In August 2008, the head of city government, Mr. Marcelo Ebrard Casaubon, pledged to build five schools over IEMS-DF, including that of Venustiano Carranza, but a year later that promise remains unfulfilled.

The Director General of the AIMS-DF, Mr. Juventino Rodriguez Ramos, dared to say, public opinion, which in May this year would begin construction works for the High School "José Revueltas," in the direction above, after the newspaper Reforma published a report on the situation in the temporary facilities of the campus. However, after three months and still no signal indicate the start of work.

In the First Regular Session of 2009 of General Internal IEMS-DF, on May 13, 2009, the authorities mentioned that the Institute of Real Estate Assets Department made a new proposal for the construction of the School "José Revueltas "in the property located in the Agriculture Street # 78, between the streets of Fine Arts Av Mexican Air Force, the Federal Colonia Venustiano Carranza. But although the site is currently disused, the authorities of the Delegation mentioned that the land already assigned to another work.

Meanwhile, workers of that school for over two years carrying out their work in portable classrooms located in the parking lot of Venustiano Carranza, and have no library or laboratory, which demerits quality education that gives students of that school.

When he took office the capital's new Secretary of Education, Dr. Mario Carrillo Huerta, on Friday, August 14, 2009, mentioned that "education is the backbone of the Federal District Government (GDF), however , that government actions seem to contradict the statements of the new secretary.

budget reduction that has been established GDF for the AIMS-DF has seriously risk the operation thereof, as mentioned by Mr. Juventino Rodriguez Ramos, Director General of the Institute on 17 April this year, in a note addressed to the community the AIMS-DF. However, the GDF ignored the recommendation of such officer, with respect to that governments should do "inviolable" said budgets.

If the GDF aims to promote quality education in Mexico City, should make a decent budget for the AIMS-DF and ensure as soon as the construction of the School "José Revueltas," in Venustiano Carranza.

not forget that the first school of GDF located in the Ex - Women's Jail in Santa Martha, in the Iztapalapa delegation, which gave rise to the high school system of the government, was due to the demand of the community that mobilized under the slogan "Prepa Yes No Jail. " If the GDF

refuses to fulfill its promise to build the School "José Revueltas" will be the community of students, parents and employees of that school, along with the other 16 community Preparatory High School System's GDF, and members of the Union of the Workers Union IEMS-DF (SUTIEMS) those we demand through the mobilization, as happened in 1999 with the construction of the High Iztapalapa 1.
