CALL CAMPUS ASSEMBLY
By agreement of the General Council of Representatives and the Executive Committee of the Union of the Workers Union Institute Education Upper Middle Federal District (SUTIEMS), and in accordance with the provisions of Articles 23, 24, 52 and 53 of our Constitution, we are asking all union members, assigned to the campus "Otilio Montano (Tlalpan II),
WHEREAS
• That the September 24, 2009 was carried out in the Trade Union Assembly Facility in which it was agreed, by majority vote not to ratify the two principal representatives to the Executive Committee and the General Council Representatives (CGR) of SUTIEMS,
• That as provided in Article 53, Section II of our Constitution, the Assembly has only Site attribution to ratify the appointment of representatives of the school to the CGR, which consists of 2 representatives from each campus or delegation, an administrative worker and 1 worker academics, with their alternates, so that the ratification of the campus representative for the Executive Committee is unfair,
• That the Executive Committee members are elected SUTIEMS General Assembly, seeking to be representative of all schools and offices, and only that body has the power to revoke at any time, mandate granted as provided in Article 18, Section VIII, our statutes, making it inappropriate for an Assembly revoke the mandate of Establishment of an Executive Committee member,
• That in the release of the Campus Assembly Otilio Montano, dated September 25, 2009, addressed to the Executive Committee SUTIEMS as well as the General Council of Representatives and Honor and Justice Commission of the same, it is mentioned that representatives of the campus are no longer operators of the collective will of their constituents, and that the horizontal and the search for consensus has been broken, that the plurality has been canceled, that the unitary principle has been weakened and tolerance has been canceled as well, according to the Campus Assembly, representatives have violated Articles 12 paragraphs b and d, 13 paragraphs dyey 27 fractions I, II and IV, however, at no time mentioned the arguments nor attached any evidence to support the alleged violations of the principles and statutes of our union by the representatives of campus, so these accusations are unfounded;
• That the Assembly Roster Otilio Montano agreed to form a Provisional Committee to meet SUTIEMS representation on campus and call elections for new representatives, however, within the Charter of our trade union figure there Interim Commission, and who has attribution of responsibility and choice to call campus union representative or delegation is the CGR's SUTIEMS,
• That resulting from the foregoing, the Executive Committee and considered invalid SUTIEMS CGR of the ratification process of union representatives Campus Otilio Montano, held on September 24 this year, and agreements resulting from it, however, following concerns raised in that action, the Executive Committee and the Comptroller General of SUTIEMS agreed to replenish the ratification process based on Article 53, Section II, our Constitution, and in this sense:
CALL A Campus Union Assembly "Otilio Montano (Tlalpan II) to be held on Wednesday October 14, 2009 from 12:30 pm in the Board Room of the Campus, it will develop its work under the following:
Order Day:
· Registration of participants 12:30 hrs 12:45 hrs
· Installation table discussions and declaration of quorum
· 13:00 hrs Ratification of appointment of representative campus academic affairs
· 13:30 hrs

Closing 14:00 hrs
Procedure:
The ratification of the campus representative for the CGR is as follows:
a) The Association of Campus Assembly must attend at least two-thirds of the members of the SUTIEMS on campus (see list attached), and agreements must be taken by 50% plus 1 of the attendees.
b) install the table for discussion, which should consist of a President of Debates, a Clerk and two tellers.
c) After verifying the number of attendees, the Clerk shall make the declaration if there is a quorum and, in this case, declare the assembly installed.
d) The President of Debates will be responsible for chairing the Assembly and the tellers to verify the vote, same as may be direct, ie, hands or face in the form as agreed by the Assembly.
c) Debates President asked for the ratification of the office of Representative Squad.
d) Made ratification, the person confirmed and their respective alternates, shall report the protest of rigor to the Assembly.
e) In the absence of ratification of the representative shall be convened within a period of 10 days at a Board of Election of the new representative. Sincerely
