After Juventino Rodriguez Ramos, relinquish the post of Director General of the Institute of Higher Secondary Education of the Federal District (AIMS-DF), unable to prove conclusively the validity of his BA degree in History, which he held for more than two years at the Institute, signing trades, newsletters, certificates, individual contracts of employment, the Collective Bargaining Agreement (CCT) of the AIMS-DF, inter alia, the mayor of Mexico City, Marcelo Ebrard Casaubon, appointed unilaterally, and without taking into account the community of the Institute, Dr. Jose de Jesus Bazan Levi as the new Director General of the AIMS-DF, from Saturday September 26 this year.

Dr. José de Jesús Bazán Levi is a Mexican citizen in full exercise of their civil and political rights, not only has a bachelor's degree in philosophy and theology from the Pontifical Gregorian University in Rome, Italy, but also acquired the Ph.D. in American Studies from the University of Paris (La Sorbonne), France. He has held academic and administrative positions at the National Autonomous University of Mexico (UNAM), as the teacher of a subject in the Graduate School of Arts, the professor of race in Naucalpan campus of the College of Sciences and Humanities ( CCH). He was also Director of CCH Naucalpan campus from 1975 to 1983 and was CEO of CCH, from 1998 to 2006, and in that sense his appointment as Director General of the AIMS-DF corrects the error in the earlier designation, to be fully implemented the profile established in the Organic Statute of the AIMS-DF for the Director General, however, there remains the need to democratize the Institute.

Undoubtedly one of the main demands have been raised long-AIMS workers DF has been the necessary democratization of the Institute, to ensure that they take into account the wishes of the workers of the same, and thereby prevent unilateralism, authoritarianism and the imposition that have prevailed since its inception in 2000.

The Governing Council of the AIMS-DF, the highest governing body of the Institute, are not represented students or employees thereof; only are the holders of the secretaries of Education, Government, Economic Development Finance and Culture, as well as the Administrative Office and the Institute of Science and Technology of the Federal District, and the Rector of the Autonomous University of Mexico City and two citizens appointed by the Head of Government of the Federal District, which prevents the voice of workers and students be heard.

The General Council-AIMS Inner City, the Institute's advisory body, is composed of the Director General and the Academic Director, the 17 campuses Coordination Assistant, an academic staff representative on each campus and student representative for each campus. Administrative workers are not considered within that body, although Section 89 of the current CCT provides administrative workers will be entitled to attend and vote equity in all consultative bodies of the schools and general. A los integrantes del Sindicato de la Unión de Trabajadores del IEMS-DF (SUTIEMS) nos queda claro que el Dr. José de Jesús Bazán Levi, como nuevo Director General del Instituto, representa a la patronal y, en ese sentido, continuará aplicando la política laboral que hasta el momento ha caracterizado al Gobierno del Distrito Federal (GDF), es decir, aquella que promueve la contratación por honorarios, la contratación por tres meses y la subcontratación as a mechanism to ignore the rights of workers, denying them job security and evade responsibilities as employer.

SUTIEMS Members of hope that the new Director General of the Institute has the necessary provisions to solve the problems that have arisen in the AIMS-DF for lack of funds, regulations, as well as failure of the Federal Labour Law and violations of the TAC, among other situations.

As a union we are prepared to immediately establish working groups with the new Director General of the AIMS-DF that allow to solve the problems that exist in the Institute and drive along with the rest of the community, democratizing it.

Only unity, organization and mobilization of workers can lead to improving our work conditions.
